Hakbal of the Surging Soul Kumena, Tyrant of Orazca is a great merfolk and quite capable of commanding a merfolk typal deck, but Explorers of the Deep precon leader Hakbal of the Surging Soul is another superb merfolk commander
The SA pull rate (~15% per box for any SA) keeps these cards genuinely scarce
