The DCI, as google tells me, is the governing body behind things like banned cards, restricted cards and the way that the competitive gameplay is governed, and the artwork (done by Maro?) is just a scribbled dude in a blindfold holding a mug of beer tossing darts at cards on a dartboard as a self-deprecating way to show off the "rigorous decision-making process" that the DCI uses to ban a card
It's best used when you can take someone out of the game with attacks, or have enough creatures to take everyone out of the game
A combo or combination of cards you build up over several turns, will almost always loose one of the most defining characteristics of combos: They are sudden
Phased out permanents will phase back in at the beginning of their controllers untap step before things untap, unless there is a condition that prevents them from doing so
The payoff just isnt super high for building around it
