If they have 4 or more cards in their hand, choose all but 3, and your opponent shuffles the chosen cards into their deck

That's nasty and will quickly force folks to cast their hand or play them to the table, either works there

But, while you cant justify running it as removal alone, I dont hate a lifegain enabler or counter distributor that occasionally snipes a Llanowar Elves

Outside of Commander, however, the strength of this card is a lot more suspect
