This makes Strategic Planning a pseudo draw three cards effect
You can set this up in the first few turns with Queen first, Nick Wilde Sly Fox Sleuth and the Queen damage ability on turn two, into Pluto turn three to play Queen again, setting you up for something similar turn four
You could also try and do something more flavorful with Aesi, Tyrant of Gyre Strait
She needs a Character with a cost of 8 or more in play to activate her effect, which makes it harder to activate than ST14-003-sanji's effect
