It might not be the best card to topdeck while early in the game, but in the mid to late game, when you have a bunch of cards you dont mind exiling from your graveyard, its a cheap way to dig through your deck for just the card you need
Fortuantely, R&D has gotten much more creative with their wording so that there can still be effects like this without the mess of printing a keyword that doesn't actually do anything
