It's an easy road to start adding To be transparent, my current leading idea is that a commander is a Game Changer if it creates play patterns or game constraints that are unfun and overwhelmingly powerful or if it qualifies by virtue of being a Game Changer in the other 99 cards of a Commander deck
Not only that, you can even play cards out of their hand as if you owned them
As a result, you can end up with brittle and dull cards
Creatures (4) Planeswalkers (2) Lands (20) Spells (34) Counter-Top was never legal in Modern, so its hard to generate a litmus test for what it would actually look like
This mechanic is very similar to how charge counters were used in the Scars of Mirrodin block, where you could have diverse implementations in cards like Shrine of Burning Rage, Tangle Wire, and Lux Cannon
