Bane of Progress not only fills that niche, but it profits off it
Discarding a shrine card is something youre only likely to do in Limited when you have duplicates you cant play, but even then you definitely prefer to discard lands

I can see both sides of that argument
But its clear as day that Tinker is and always was a completely broken, insanely overpowered card from the moment it was printed
