These cards are unique arts and these versions arent available in Chilling Reign booster packs (other art versions are available)
They are, however, weak to Fighting type Pokemon though, in my experience of both casual and tournament play, Fighting types are fielded more rarely than other Pokemon (admittedly, that doesnt seem to be the case in general, however!)
While there's no denying the value of modern cards, Houndoom takes a page out of Moltres' book, with a collection of excellent cards from rare vintage sets
