With access to nine mana total, you can cast both parts of the card, exiling a Creature from your graveyard, then casting Hunter, and finally using Hunters ability to cast the exiled card for free
Milling is the best, and one of the reasons you see milling used is that it is perfect for cards like this one
On the other hand, the Surveil ability of DRC helps both with enabling Delirium and represents incredible card filtering to the point in which you dont play with bad cards from the top of your library anymore
The recent glut of legendaries is ostensibly for players like me, but I don't like it
It is a terrible cycling card and god awful removal compared to what you can get in cube however those are pretty much the two most important things to have early in a control card as it consistently helps you get to the late game
